This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. Basic Requirements: United States Citizenship - Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency Requirement - Psychologists must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, Chapter 3, section A, paragraph 3j. Education Requirement - You must have a doctoral degree in psychology from a graduate program in psychology accredited by the American Psychological Association (APA), the Psychological Clinical Science Accreditation System (PCSAS), or the Canadian Psychological Association (CPA) at the time the program was completed. The specialty area of the degree must be consistent with the assignment for which the applicant is to be employed, OR, have a doctoral degree in any area of psychology and, in addition, successfully completed a re-specialization program meeting both of the following conditions: a) the re-specialization program must be completed in an APA or a CPA accredited doctoral program; and b) the specialty in which you were retrained is consistent with the assignment you are am applying for; OR, have a doctoral degree awarded between 1951 and 1978 from a regionally-accredited institution, with a dissertation primarily psychological in nature. Internship Requirement - You must have successfully completed a professional psychology internship training program that was accredited by APA or CPA at the time the program was completed and that is consistent with the assignment for which the applicant is to be employed; OR, New VHA psychology internship programs that are in the process of applying for APA accreditation are acceptable in fulfillment of the internship requirement, provided that such programs were sanctioned by the VHA Central Office Program Director for Psychology and the VHA Office of Academic Affiliations at the time that the individual was an intern; OR, VHA facilities that offered full-time, one-year pre-doctoral internships prior to PL 96-151 (pre-1979) are considered to be acceptable in fulfillment of the internship requirement; OR, Applicants who completed an internship that was not accredited by APA or CPA at the time the program was completed may be considered eligible for hire only if they are currently board certified by the American Board of Professional Psychology in a specialty area that is consistent with the assignment for which the applicant is to be employed. Licensure: Candidates must hold a full, current, and unrestricted license to practice psychology at the doctoral level in a State, Territory or Commonwealth of the United States, or the District of Columbia. Exception: Non-licensed applicants who otherwise meet the eligibility requirements may be given a temporary appointment as a "graduate psychologist" at the GS-11 or GS-12 grade under the authority of 38 U.S.C. 7405 (c)(2)(B) for a period not to exceed two years from the date of employment on the condition that such a psychologist provide care only under the supervision of a psychologist who is licensed. Failure to obtain licensure during that period is justification for termination of the temporary appointment. Grade Determination: Experience: In additional to meeting the basic requirements as stated above, you must have the following: GS-11 : No additional experience beyond the basic requirement GS-12 : At least 1 full year of experience as a professional psychologist equivalent to the GS-11 level, and are able to demonstrate the following knowledge, skills and abilities: Knowledge of and ability to apply a wide range of professional psychological treatments or assessment methods to a variety of patient populations Ability to design and implement effective treatment strategies Ability to incorporate new clinical procedures Ability to conduct research activities, such as designing and implementing clinical research projects (staff psychologists with specified research job duties) Ability to perform basic research tasks of scholarship and research execution within the context of an established research team, including research participant relations, research documentation, data acquisition, maintenance, and collaboration GS-13 : At least 2 years of experience, with at least one year equivalent to the GS-12 level, as a professional psychologist that was obtained through employment as a psychologist or through participating in a supervised post-doctoral psychology training program that demonstrates: active professional practice that was paid/non-paid employment and/or a full, current and unrestricted license. The experience must have required the use of the following knowledge, skills, abilities: Knowledge of, and ability to apply, professional psychological treatments to a full range of patient populations Ability to provide professional advice and consultation in areas related to professional psychology and behavioral health Knowledge of clinical research literature Preferred Experience: (1) General Psychologist Provide individual and group psychotherapy as well as crisis intervention Willing to serve as back-up for other providers within the BH Service Able to work independently, providing evidence-based practice, ensure patient safety, assume complete responsibility for his/her clinical assessment findings, patient care decisions, and documentation (2) Staff Psychologist - Neuropsychologist Ability to provide a full range of neuropsychological and psychological assessment services including clinical interview, collection of collateral information, selection and administration of assessment instruments, provision of diagnoses, and provision of treatment or other recommendations Ability to perform evaluations for patients with a variety of neuropsychological, psychological, and neurological disorders including, but not limited to, neurodegenerative disorders, stroke, TBI, epilepsy, movement disorders, neurotoxic disorders, neuroinfectious disease, hydrocephalus, substance use disorders, and any other psychological disorders Ability to provide assessment feedback and education to patients, family members, and significant others (3) Staff Psychologist - PTSD Provide individual and group psychotherapy as well as crisis intervention Willing to serve as back-up for other providers within the BH Service Able to work independently, providing evidence-based practice, ensure patient safety, assume complete responsibility for his/her clinical assessment findings, patient care decisions, and documentation * Trained in PTSD Evidence Based Care to include Prolonged Exposure and Cognitive Processing Therapy (4) Staff Psychologist - Residential Rehabilitation Treatment Program Experience conducting mental status examinations, formal psychological evaluations, and performing complex psychosocial assessments of individuals who may be in crisis or who may present with complicated co-morbidities Skilled at accurate diagnosis of complex presenting issues Experience in diagnosing and treating substance use disorders Reference: VA Handbook 5005, Part II, Appendix G18. Physical Requirements: The work is sedentary. It occasionally requires carrying of light objects such as files, books and papers. Some walking, standing and bending is required. No special physical qualifications are required. The full performance level of this vacancy is GS-13. The actual grade at which an applicant may be selected for this vacancy is in the range of GS-11 to GS-13. ["The duties of the Staff Psychologist include, but is not limited to: Established and maintains professional activities of a psychological nature which most readily and appropriately meet the needs of the patients in the clinical area to which the incumbent is assigned. Ensures a well-balanced, diversified and comprehensive program in order to maximize contributions by Psychology Section staff and trainees assigned to the area. Consults with other health care providers and treatment teams regarding overall program planning and implementation. Well versed in and possesses a thorough knowledge of applicable theories, applied research and procedures of behavior modification, both individual and group. Possesses the skill and ability to adapt old and develop new techniques and new technologies, i.e. virtual care, in order to satisfy the therapeutic needs of the patients to which he/she is assigned, utilizing intensive individual and group psychotherapy procedures with selected patients presenting difficult clinical problems, the assigned incumbent may engage in the teaching of these techniques to psychology trainees and interns through supervision of their therapeutic efforts. The incumbent applies psychosocial theory, research and practice as integrative tools for determining an appropriate psychological treatment program for assigned patients. Provides the knowledge, flexibility, and clinical maturity to adapt to and develop comprehensive psychological services in the area of the Healthcare System to which they are assigned. This may include, for example, inpatient, outpatient, psychiatric, medical-surgical and residential assignments. Possesses the knowledge of and exceptional ability in the use of a broad range of psychodiagnostic techniques and instruments. Psychodiagnostic services provided usually involve patients with difficult clinical, personal and vocational problems. These services contribute to decisions regarding methods and treatment planning in all levels of programs. Skilled in interpersonal relationships, including conflict resolution. Able to deal effectively with individuals or groups representing widely divergent backgrounds, interests and points of view. Skilled in working collaboratively with other disciplines and supervisors.
